For the purposes of finding an a missing owner, etc., you may want to consider a private investigator. I do not know the origin of “skip tracer” but I assume it has to do with finding those that have “skipped town.” There is much info available to those handy with the internet. But PIs often have databases for prisons and other recorded legal data that can help locate a missing person.
This is one area of research that I really like. If you have any questions about finding a missing owner, I’d be happy to brainstorm with you.
