Try Yahoo’s site builder. It’s ridiculously easy to design (drag and drop) and cheap.

If you’re looking to have quality work done for pennies, here’s a little secret that many people are not taking advantage of.
You can have skilled computer experts in other countries do this work for a LOT less than you could ever have done in the US. I have all of my websites done for about $20.00 including header graphics, etc.
Simply visit rentacoder.com and post the type of project that you are looking to have done, and web designers will bid against eachother to get the job.
There is quite a bit that you can outsource through this site, and they act like an escrow company, holding the money and only releasing it once the project is complete.
