You did say “tax foreclosure”, so why would you think the tax lien wouldn’t have priority?

WA is not a tax lien state…it is a tax deed state…they sell them every year in late December or early January.

If you are attempting to purchase property at the sale…caveat emptor!!..when you get it it is yours.

Do your home work well before the sale and be prepared to bid up as lots of people like the sales.

When you say “state tax lien” are you referring to property taxes? If so, the answer is no, it does not get wiped out. Property taxes are generally a senior lien to the mortgage. If you are referring to an unpaid state dept of revenue lien, that will probably be wiped out as a junior lien. You need to find out what position this lien is in - a title company can help you with that.
