Good day investors I’m having a very hard time locating the owner of a vacant property. The tax records address always returns"undeliverable". Any help would be appreciated.

You need to run an IDI on them. If you don’t have access to this service, find someone on Fiverr who can run you a TLO report.
Knock on the doors of neighbors. Many times they know how to find the owners.
Look at it this way, the harder they are to find, the greater the chances you will be successful after everyone else gives up.
