There are no land records for this piece of property. Nobody pays taxes
on it either. Any other suggestions?

what is the proceedure for laying claim to unowned property? Legal Title, Etc. Can you sell after you make claim? If so, how long after.

Unowned? All land is owned, if not privately, then by the government. Go down the recorder’s office and look up the land records. The tax collector could tell you who owns it as well.
