You can work something out with the Welfare Dept for the back rent, but it sounds like if they qualify for the assistance, they couldn’t possibly qualify for a loan!

I am in the process of evicting a rent to own tenant for non-payment of rent. I was contacted by the Welfare Dept. to call them. I think she is seeking rental assistance. How will this affect my rent to own, will she ever be able to buy or am I wasting my time with her and them?
