When you allow the tenant to assign the lease to a new tenant, is it the new tenant (the buyer) responsibility to get the building inspected prior to buying the business (the lease) and moving in?

Inspections like the electric wiring, hvac, water heater, etc.

So if the buyer later finds out that the electric wiring in the circuit panel is outdated and requires a replacement, who responsibility is it?
