Depends on what the contract says, most that I have seen the broker would be, but I’m not an attorney. Consult with yours.

In the sale of a Business, we had signed contracts on both the Seller and Buyer side, signed commission agreement from the Seller, Buyer submitted his docs to escrow and an escrow account was established.
Seller then decides that he does not want to sell and cancels escrow.
Does the Broker have any recourse since he fulfilled his obligation?
