Here in swfla a/c is almost a necssity. For sect. 8 we are still required to have screens on EVERY window and the windows must operate correctly.My rentals must have working a/c, even non sect. 8. We are however, not required to have heat.

I’m in Columbus, Ohio. Can someone verify this: To pass
inspection, one window per room must go up and stay up. If
it won’t stay up, it needs to be nailed shut. Also, each
window should have a screen. I believe this is correct, I’d
just like to hear from someone who’s been through it. Thanks!

I want to suggest against using the latch solution suggested in this
thread. I live in house with windows from the 20s with exactly that
solution on half of them. The windows weigh a ton and it’s difficult for
me as an adult to lift with one hand and latch with the other. And
when unlatching it’s an accident waiting to happen–hands and fingers
in the way would be toast.

Putting section 8 aside, for your own peace of mind a bedroom should
have an egress window (egress for an adult human, not a cat) and it
should be fully operational. It’s just not that a big of deal to replace
the wrong type of window or fully repair a non-working window.

For safety reasons I would replace a window rather than nail it
shut. I don’t like anything that would increase either liability or
potential guilt–I’m a mom & don’t need any more.

They’ve just started requiring the windows to stay up. If it won’t, simply install one of those slide latches and drill a couple of corresponding holes so that the window will stay up. Costs about $2 per window.

I have never had them require screens. I have many Section 8 rentals.

I’m in NC, but I’m pretty sure the guidelines would be the same since Hud is federal. This is my experience in many HUD inspections over 10 yrs:

  1. All windows must go up and stay up. They need to function as made. They don’t want it not staying up and falling down on a child’s hand, etc. If it won’t stay up, there are ways to get around that. I’ve never had them let me get by with just one or nailing anything shut.

  2. Screens and screen or storm doors are mandatory unless you have central air…then (at least here) screens are not required.
