I think it is pretty clear that the covenants prohibit rasing of any animal except household pets. Unless you plan on keeping the horse in the house, then you may have an argument. My guess would be that the covenants specically mention pigs, goats and chickens, because some people would keep pigs, goats and chickens in their house.

You should direct this question to your homeowner’s association as they will have the final say, no matter what anyone on this board says.
