How do I have someone removed from my title that is unwilling to sign off on it? The house is in my name and so is the mortgage. He has already had one lein against the house that I had to pay for when i refinanced. What steps do I have to go through?

So is it or not?
If somebody else is on the deed, then obviously it is NOT in your name.
