You need to do some research first on the procedures for Mechanics’ Liens in CA. These liens don’t just sit around and wait for something to happen, the claimant must begin foreclosure within 90 days of recordation or else the lien will fail to adhere to the property. You’ll have to be very fast and very persuasive to buy these speedy liens at a discount. As far as I know, no license is required, you’re just paying cash to have lien rights assigned to you.
