Call the insurance company or your insurance company and I bet they have a good answer.
I guess you could tell them you’ll sign it when they present an invoice from the roofing company.

Hello All,
I sold a house and hold the mortgage the buyers pay their own insurance and taxes. We had a hail storm about 2 weeks ago and buyer called wanting me to sign the insurance check for a new roof.
Question: How do you make sure they put a new roof on and not pocket the money?
Any help is appreciated.
