I have old commercial grade tile on the basement floor. They are dirty looking and stained in places.

Some of the old commercial tiles can be buffed out with a commmercial buffer (usually available to rent). this could be the easiest alternative.

the dark blue kind of paint. 5-7 bucks per gallon. Covers VERY well. I don’t suggest it for walls.
Painting the basements always makes them look better.

Are they asbestos tile? Is it a finished basement? If yes to both, you might consider carpet over the tile and leave the tile alone. Paint will look horrible and probably not stay stuck to the tile.
