Just because it’s an ad in the paper doesn’t mean the seller is motivated. Looks like an agent’s ad and usually they will fight to get “the price” it’s listed at so they get their commission. You need to know the value of properties in the area (and rents too, if it will be a rental) to determine if this is a good deal or not, and weight that against the terms it appears the selling is willing to carry at.
