A hard money lender will loan 65% of value on just about any decent property. He’s the guy who will finance your deal.
Since you know that, buy a property for less than 65% of value and pocket the difference. Anything less than the 65% mark comes to you.
It’s not as hard as you might think. It involves motivated sellers and cosmetically fixable properties (more often than not), but it’s doable.

The fastest way to learn about this is to go to the main bulletin board of CREONLINE.COM and put “cash back” into the “search archives” function. You will get several hundred answers and can learn a lot.
