What do you mean by “provide”? All my rental units have water, gas, and electric hookups. The tenants pay for these utilities on their own if they have their own meter. Where a meter is shared (i.e. water in multifamily units) the bill goes to me and I include it in the rent. If you want to provide window coverings and include it in the rent, that is up to you. I install mini blinds (as low as 50 cents each at mwh.com) and many of my tenants put up their own curtains.

Is there a site that tells Landlord the legal minimum he must provide to a tenant (in California)? For example, I believe the law says the landlord must provide water, heat, electricity. Are window coverings something the landlord must provide by law? Thanks. Lydia
