Depends on what your legal agreement is with the form seller…if you agreed NOT to revise or resell, then you’d be breaking that agreement if you did either.
Realizing that it’s extremely popular for the eager REI to try to avoid lawyers at all cost, and to debunk their value and expertise, I’m going to advise you to form a relationship with a good lawyer and talk to him/her about specialized forms you need.
Generally those forms that a lawyer will do for a client, and for which he’s paid, are then the possessions and property of the client, and his to use, alter, burn, whatever he chooses.
In many cases of course, once the lawyer has done a form for a client in a particular deal, that client then re-uses the same form, with different names, properties, etc. for many other deals without going back for specific forms for each and every deal.
Once you’ve got your cookie cutter, it can be used to cut lots of cookies.
