is a crime, so holding something not addressed to you qualified and the crime applies for non USPS shipped mail as well. The property belongs to the sender until it is received by the addressee. Keeping it and not either forwarding (which you can’t do in this case) or returning it (which you can do) would qualify as interfering with the delivery of the mail.

I need to crucify yet another deadbeat. I do get some joy in watching them sweat! I am overly nice during their tennancy but go to the other extreme when things go bad through no fault of my own. Anyway, enough of my philosophy. They have not changed their mailing address as of yet and I have a package that I am holding and notified them as such with a message. They owe me money ofcourse and I am quite sure that I cannot hold it for “ransome”. Can I demand that they pick it up in person? Can I refuse to give it to another party, family member etc? Am I obligated to forward? Thoughts and ideas please.

Returning it to the shipper is probably one of several legal obligations you might have. However, my personal philosophy has always been to do what’s morally correct, and often that conflicts with what’s legal. I say contact the deadbeat and offer to exchange the package for some or all of what he owes you. It makes me sick when I read about some of these “legal laws” that are on the books. Too often they allow deadbeats and other “bad people” to abuse honest people, and that’s not right.

My thoughts exactly! I just don’t want to do anything that I might legally regret later. The deadbeat knows that I have it as I left a message on his cell. Nothing threatening or creating a “hostage” situation with it but he knows. For now I am just holding on to it until “Hell freezes over”, “America Crashes”, or a “New Administration” comes to the rescue. Most likely the latter in this matter.
