To yoru first question YES!!! It’s referred to as “flipping”.
To your 2nd question, take a look around the area(s) you are looking at and see if other people are living in them. If that is the case then you have your asnwer.
My attitude has been and I’ve yet to see it unproven is… There are people willing to live where ever there are home available. I vacant home in a bad area may not be a place where you or I may want to live but there are people who will live there and they will pay top dollar if they feel that they can not get a home of their own elsewhere.
