Start by seeing if County or City (your ground is gonna be in one or the other)will let that parcel be so zoned and give you multi-family, MHP permit.
They’ll have very definite ideas on whether they like the idea or not, and if they do, they’ll tell you all the things they’ll require, such as roads, septic design & system, water requirements, etc.
Chances are good that even if they DO like it, you’ll soon find yourself talking to a local Engineering firm about how to go about it, expense, etc. Engineers spend much of their time on projects like this so this won’t be anything too novel for them.
