If it were me, I’d check with Code enforcement. Sounds like a con job to me…Perhaps you could take it upon yourself to ‘condemn’ said rooms until you rebuild them.

Hello everybody:
I bought a former motel with mostly free standing studios. The pipes are old and one tenant who was already behind called Code Enforcement. 1.) lead based paint, 2.) “rotting pipes” which work. 3.) They showed my man some official looking document stating that they would not have to pay rent until it is all fixed. - I pay all utilities and followers jump on the train. THE LACK OF CASH FLOW WITH 4-DIGIT EXPENSES PER UNIT IS LIKELY BANKRUPTING ME. ** How are you pros dealing with such a cash flow problem? There are no kids and I bet the water in some motels in L.A. is far worse that our pure desert water and maybe traces of pipe metal. ** Besides, drinking water would cost maybe $ 30 per month and it is not practical to re-pipe while tenats are living there. In addition, moving them to a vacant unit won’t work :-(( TELL ME, IS THIS SOME BLACKMAIL SCHEME? The tenants is clearly unable to afford the rent and all they want is stay for FREE.
