Well technically they did provide a copy of the permit, but I’m sure a court wouldn’t go along with that BS and would rule the work would have to be signed off as completed according to code be valid.
I don’t know how much your talking about, but I would get written estimates and proceed straight to small claims court to get some leverage.

When purchasing a home recently, our friend’s inspector discovered that the sellers had not obtained a building permit prior to finishing their unfinished basement. My friend wrote into the contract that the sellers had to supply a copy of the permit, effectively forcing them to aquire an after-the-fact permit. They did so–the building permit was issued in the seller’s name. This week my friend had a city inspector out to check things over and he found several problems with things not being up to code. He explained to my friend that the person to whom the building permit was issued is responsible for the work, meaning that the seller was responsible for bringing the work up to code. The seller, naturally, doesn’t want to pay. Is the inspector right, or is my friend responsible for the work now that he owns the home (even though the permit is in the seller’s name)?
