Try a local title company. Sometimes they will sell you a list or can at least steer you in the right direction.

I’m looking to get a list of people who own houses in my city (St. Louis) that live out of town. I called the recorders office and they don’t/won’t provide a list. I called the tax rolls office and got the same answers and they don’t know of anyone to refer me to.
Does anyone know of any list brokers that can provide a REASONABLY PRICED list.
