What is the simplest/cheapest way to find out of state owners/landlords?
How about people with VA/FHA financing? Can I find them without purchasing lists for $.25/name?

Out of state owners - tired landlords who may have vacant properties and may be motivated to sell. Often, they are good candidates for lease options.
FHA/VA financing - often these people have over financed properties (from second mortgages) and may be motivated if they need to sell, but can’t because they’re upside down. They are good candidates for buying subject-to.

Look at the eviction filings at the courthouse. Out of state landlords are not necessarily tired landlords. Out of state landlords who just completed an eviction filing might be.
