I would check with an RE atty before constructing something. You do not have to allow landlocked neighbors use of you land for any reason. Unless you have allowed it for as long as your adverse possession statutes (different from state to state) require to make it permanent. First thing you need to do is post a notice: Private Property: Right To Pass Revocable Without Notice. This gives them permission to pass and turns off the adverse possession timer until you decide how to block access. I suggest a lockable gate so if the utility company needs acces you do not have to tear anything down.

When I bought my house I thought the easement on the survey, which is actually to the utilities company,was my property, but as it turns out I only have an easement of necessity. What does this mean? And who can use it? Does it exclude my family and friends?

It means that there are no actual utilities there, but if they have to park their equipment or materials there while working on the utilities, they can.
