It could, if the buyer under that REC elected to treat it as a contract and agreed to its terms, regardless of the timing that was spelled out in the REC itself.
But if that buyer has now backed out, there’s really nothing effective you could do to force him/her to buy so I’d advise you to move on to another buyer.
