Every state and many local municipalities are different in their laws regarding mobile homes. Start at the local level. Even though there are no deed restrictions, there might be city, county, or township restrictions.

Hello,
I am interested in buying a used mobile home at wholesale price. I was told that I need a license to do so. Have been investing in real estate since 1991 and just recently purchase a lot (with no deed restrictions. My plan is to put a 3 bedroom 2 bath mobile home on it and lease it out.
