We have made and offer to purchase a 1.28-acre lot in Breckenridge Colorado through our buy agent (in contract). The owners after countering our first offer raised the rate over the initial selling price of $199,000 to $220,000. Do I have any recourse to purchase the property at our last offer of $195,000 or their initial asking price? Does this happen often? Your answers will be greatly appreciated.

I’m not an attorney. If you are in a seller’s market, it’s quite common to see sales prices well over asking prices.
The seller does not have to sell at their asking price; it’s simply an offer or advertisement to buyers.

You could offer it. They don’t have to accept.
