Today I received a letter from the city government that says that I owe a year of refuse fees for the city trash collection services for my rental unit. I haven’t seen an invoice since 1/1999 and they are charging me for late fees. Can I dispute their inaccurate bookkeeping services? Can they just demand for me to pay a years worth of trash collection?

Call them on the phone. Explain that you haven’t received a bill. They will probably say that they have, in fact, sent them. If they are having an internal problem, and they know it, they will probably drop the late fees.
