If I remember correctly you can create Groups within the ACT! database. This should accomplish the segmentation that you need.

When setting up an act database do you put everything under one database or should I break it into different databases i.e mortgage brokers, agents, lease options, etc…

Here is a post of mine from March 05 on the subject of creating groups within ACT, I would suggest you use one database for all contacts.
(This post discusses merging two separate action databases, not applicable in your situation)
