You may try telling the agent that you plan to have a conversation with the licensing board about their conduct. That will likely get you some action.

Dear Bronchick and Sutton,
What legal action can I take with a real-estate broker (RE/MAX) for not submitting my offer (on a property that MY broker (COLDWELL BANKER)found on a multiple listing. The property is a bank owned home and nobody else can submit the bid but the listing agent, even the bank wont talk to me. It’s explained through LIBOR (Long Island Board of Realtors) that ALL bids have to be submitted to seller till “closing” of property, and thats not the case. I told this realtor that I wanted something in writing FROM THE BANK that the bank has gotten my offer? Need to put a fire under this man’s butt!

Call the NY Board of Realtors and report them!

Will a bank acknowlege in writing that it has received bids from each individual? How do you know that the realtor has not submitted the bid?
