The 10-20% exception is at the option of the community- it is not a legal obligation. I recently moved from one where the residents voted to allow up to 10% exceptions. The developer still controlled the HOA so they had final say. So, I think you have no recourse.

I was under the impression the up to 10 to 20 % of home owners in a 55+ community could be under the age of 55 but have been rejected form purchasing in a 55+ community that has not meet the outlined percentages. what are my options

A 55+ community can slip out of that category over time, and at any given time will have a number of -55’s living there…so I’d say the community would have the right to reject you if you’re younger.
