So basically it is the criteria set down by local or fed governing agencies stipulating the use and building limitations of any given property within that jurisdiction? Then Zoning would be the classification of a parcel and Entitlement is what you can do with the parcel??
Furthermore, is entitlement information typically obtained from planning departments? And what about research information for availibility, location and size of utility services??

Entitlements are the number of units, or square footage, or maximum density that can be built under current zoning/development ordinances, or contained in an approved development plan. Some jurisdictions may also include rights to utility capacity, curb cuts or other rights in the approval.
