First I would bring it to the attention of the neighbor. They might not be aware of the problem and be wondering why the water bill is so high.
Have a nice conversation. And if that does not work then inform them that you will seek additional legal assistance and relief.

Hi, my neighbor just had a pool built. Recently, I noticed water seeping through our common fence, into my backyard. This is creating puddles in my backyard. I’m also concerned about the possible rotting of the fence. Could you please advise what I can do about this and the law provision that protects me in this situation. Thank you and more power. -Ed

Before you get into a snit, identify the exact source of the water. It could be as simple as a broker sprinkler head.
