John, I would advise that you get lots more real estate/land knowlege befroe entering this minefield.
THere are many things to consider in making land developble. Is is contaminated? Is it fill? Is it compacted? What is is zoned? Where are the utilities? If not local to the lot, how much to bring them in/ What will the city/county require? What do the soil tests show? Upslope or downslope? Slide prone area? Probably the highest risk and reward area of real estate. One that I would not recommend you start out in.
Also a variance means that you are not exactly a fit for what the proper authorities want in the area but they will look at your proposal, plans, sketches, land layout, etc., and if it meets their review than they will grant you a variance to do it.
