Talk to the county/city. They probably have already addressed the problem. You neighbor may already have a easment on the property for this purpose, it may be unused at this point.

I’m considering purchasing a piece of property. In order to make any improvements to the home, I’ll need to take the house off the septic system and connect to the local sewer district. However, in order to connect, I’ll have to get an easement through at least one neighbor’s property to access the sewer main. Is there a simple way of requesting such an easement? How much should I offer to pay? If the neighbor is not agreeable, is there a way to compel my neighbor to given me access through their property?
