This sounds normal to me. The seller can accumulate as many offers as they wish and then accept the one they like best, if any. Until both the buyer and seller have a signed purchase agreement, there is nothing to squable over.

I live in Montana. Recently I received a call from my Real Estate agent regarding a 4 plex. She’d located it on the MLS. We looked at it and I made an offer that was 10% over asking price. The listing agent refused to accept my offer until the next week. My Realtor asked to be present when the offer was made. She called to tell me there were 7 offers in all, and that the seller really liked my offer. My agent and I were to meet at the property so that I could see two units that needed 24 hour notice. The seller would wait until the day after to make their decision. On my way to the property, my agent called me to say there was no need to see it as a better offer than mine was made and accepted.
