I know that Lis pendens is the start of Foreclosure, but what does it really do. Does it just give notice to the parties that the filer is beginning foreclosure? Can it be stopped by paying the past due amount? Thanks for you input!

Lis pendens gives notice to anyone doing a title search
that litigation affecting the property is pending. If you pay the amount due it will either not be filed or will be discharged if it has been filed.

By “pending” it means that a lawsuit has actually been filed, not that one might be filed if something is not done. When back payments are made up, or the loan paid off, the suit gets dismissed. The lis pendens notice stays on record, but title searchers pick up the dismissal of the suit.

Ask the clerk to see their Lis Pendens Docket Book. But I’m not from NYC, so I can’t tell you if they have one or not.
