Ideally, you want to work with someone with at least 30% equity and pursue them aggressively (like door knocking, calling, etc…)

You can also target everyone else on that list passively (mailers, postcards…). If someone calls and they have zero equity, you can always try shortsale or sell a lead to another investor that does shortsales.

On NOD notices from courthouse it shows mortgage amt,appraisial amt, amt paid, etc.
What is the ideal scenario in relation to Mtg amt vs. Appraised amt?
