A Chapter 13 is personal bankruptcy where a Chapter 11 is business bankruptcy. Are you really asking whether you can change a Chapter 13 to a Chapter 7?

The BK Trustee can order whatever changes he/she wants so if the petitioner has filed the wrong one, sure, that can be quickly changed by T’ee.
Lots of Ch 7 (total discharge, personal BK)filings are changed by T’ee to Ch 13 if and when T’ee spots likely valuable assets such as RE that might be managed and/or sold fbo creditors.
