enforce access. You should ask the HOA to either enforce the access or give you permission to remove the obstacle. It would be better if they did it as there is likely to be a lawsuit after the obstacle is removed and they are the ones who own the right of way.

My property came with a greenbelt easement which goes through another owners property. At the end of the greenbelt is a state park and fishing lake.
The owner has put up a gate and left a very narrow path next to an irrigation canal as my access. I have asked for a key to the gate but he refuses. The path around the gate is too small for the cart I pull behind my bike to carry fishing gear and the cart I pull my grandkids in. Also, my wife rides her horse to the lake and is very frightened by the narrow path.

the easement allows. If it is for public access (as opposed to emergency access or utility access) then its up to the city to clear the obstruction.

The easement belongs only to the members of the homeowners association. It is not a public right of way.
