If a city decides that they don’t what landlords operating in there city and start arbitrarily enforcing laws, what recourse does a small time landord have?
I put signs advertising a rental unit on a telephone poll. A councilwoman calls and says I can’t do that. I explain that I’ve seen lots of signs on telephone polls. Some for local fairs, some for garage sales, some for political campaigns. I asked her if she did for her campaign, and she dodged the question.
She said the fairs where ok b/c the city gets some money for that, and garage sales are by residents & not businesses.
I haven’t been down to check out the ordinance, but I think she’s lieing and implied that she doesn’t like renters in her neighborhood.
So hypothetically, if there is arbitrary enforcement, can I do anything? Can I fight city hall?

I’m pretty sure when a councilwomen calls you, she received complaints about your signs, as I can’t her calling you out of the blue. Now, it may very well be true that her constituents are not tenant friendly. I own a SFH in a suburban town, and I’ve been told “we don’t like absentee landlords” to my face.
One busy body lives across the street from one of my rentals told me that. Instead of expressing my outrage when she first complained to me 20 years ago, I thanked her for paying attention to my property, and as a favor to me, keep an eye out on my tenants, and gave her my phone number to file a complaint if necessary.
Through the years, I had a few calls, including an unmowed lawn, and my tenant hanging clothes in the front yard. I had the problems taken care of immediately, and notified her. Nowadays, I always go over to say “hello” when I visit my rental, and ask how her “Korean baby” is doing. she adopted him around the time I bought the place, and now is in college.
As to politicians, I find them useful, and I won’t go out of my way to antagonize them. So what if your right about the sign ordinance. If her constituents yell loud enough, she can propose a revise sign ordinance, or a “landlord ordinance”, i.e. you have to get a license to rent out a house, with the condition you cannot post signs. If that happens, landlords in town will have you to thank.
When I was in my 20’s, I always wanted to fight back. I learned its far better to get people on your side. Ever heard of winning the battle and losing the war.
If I were you, call her back and thank her for paying such good attention to her constituents needs, and you’ll like to make a contribution to her next campaign. Tell her that you’ll only select responsible tenants that will make the town proud. Also tell her that you’ll take down your signs, but since having the others up gives the town a bad image, you want them down too, as you really want a clean town.
You can use a friend in City Hall.

You need to read the local code. Generally, political advertisements are exempt, as are temporary signs such as garage sales and open houses. There are likely restrictions on the location, duration, size, etc of the signs.
