Most agents handle this by using a multiple counter offer form which clearly states that acceptance does not occur until the seller signs the counteroffer -after the buyer sends back the signed counteroffer. This way the seller can pick the best counteroffer. In the absence of this procedure, the offer first in time is usually given preference, provided it was signed within the time period specified in the counter.
